  He began his career in public relations and was one of the first in France to develop an approach to lobbying based more on expertise than on networking. Fully convinced by this approach he founded Communication & Institutions in 1983.

   Co-founder, Vice-President, President (1999-2001) and now Honorary President of the Association of French Consultants in Lobbying and Public Affairs, (www.afcl.net), he has contributed to the recognition of the profession in France and to the promotion of a code of ethics.

  He gives regular talks on lobbying and public affairs in the grandes écoles (competitive entrance higher education establishments) and professional training institutes. He teaches lobbying at the Paris University of Dauphine.

  He co-wrote “Lobbying, les règles du jeu”, (Lobbying, the rules of the game) published in 2000 by Éditions d'Organisation.

  Olivier Le Picard is a graduate of the Institut d'Études Politiques de Paris and has a DEA (postgraduate degree) in modern history. He is also a graduate of the Institut des Hautes Études de la Sécurité Intérieure (IHESI), now known as the Institut National des Hautes Études de Sécurité – INHES (National Institute of Higher Security Studies)

  A partner in Communication & Institutions, Fabrice joined in 1996, after a first experience in the department of institutional relations for Electricité de France – EDF (French Electricity Board).  Since then, he has undertaken assignments on behalf of French and international businesses and professional organisations in various fields: health, energy, [ + ]

  A partner in Communication & Institutions, Fabrice joined in 1996, after a first experience in the department of institutional relations for Electricité de France – EDF (French Electricity Board). 

  Since then, he has undertaken assignments on behalf of French and international businesses and professional organisations in various fields: health, energy, sport, the Internet, the art market, copyrights and related rights, the food processing, plastics, chemical and aluminium industries, transport, the environment etc.

  Fabrice is the General Secretary of the Association of French Consultants in Lobbying and Public Affairs. (www.afcl.net).

  He regularly tutors students and professionals in lobbying at the: ENA  (National Institute of Administration), HEC (first French business school), Sciences-Po Paris (French School of Political Science), and professional institutes.  He is a fellow of the Institut d’Etudes Politiques de Paris (Paris Institute of Political Studies)

  He is a graduate of the Institut d’Études Politiques de Paris (1993), the l’Université Panthéon-Sorbonne (Paris I) in history and philosophy and a former student of hypokhâgne and khâgne (preparation for competitive entrance exams).

  He argues the case for players in the field of local economic development with institutions. He supports their efforts to secure funding and subsidies, and helps them to adapt better to national and European policies concerning competitiveness and regional development.

  Together with Olivier Le Picard, he defines communication strategies for states that aim to attract investment. He has been in charge of an institutional communications programme for a major Mediterranean state for over seven years. Within this context, he defines “made-to-measure” monitoring programmes, participates in the drawing up of arguments, manages university and expert networks and organises high-level meetings within the media and political spheres. 
  
  Gaëtan de Royer also intercedes in lobbying and public relations dossiers on behalf of clients in heavy industry, and the building, agriculture and transport sectors.   
  
  Gaëtan de Royer is a graduate of the Grenoble Institut d’Etudes Politiques de Grenoble (Public Services section)  and has a DEA in Applied Economy from the Institut d’Etudes Politiques de Paris (international commerce section). He is a fellow at the Université Paris-Dauphine, and lectures in several higher education establishments (Sciences-Po, HEC).

For five years, Vincent Gagneur has advised the major industrial and agricultural federations and players in the sector of new technology. He has developed considerable expertise in these [ + ]

  For five years, Vincent Gagneur has advised the major industrial and agricultural federations and players in the sector of new technology. He has developed considerable expertise in these sectors by supporting his clients in Paris and Brussels in sensitive public affairs programmes.

  He is a graduate of the Institut d’Etudes Politiques de Paris (master’s in Public Affairs) and has a master’s in Law (Université Paris II). He studied for one year at the Institut d’Etat des Relations internationales de Moscou - MGIMO (Moscow State Institute of International Relations). As well as speaking French and English, Vincent has a very good working knowledge of Russian.

  At C&I, he supports the lobbying and institutional communications programmes of clients in a number of sectors (sport, agriculture, commerce and town planning, health and railways) definition and drawing up of communication tools, setting up of full monitoring processes, organisation of meetings at the highest political level.

  He has also worked for the account of a major Eurasian state and, for a number of years, he contributed to their programme of European institutional communication.  
  
  A graduate of the Institut d’Etudes Politiques de Bordeaux (master’s in public communication), Gabriel Daubech also has a degree in law and a master’s in political science.
